SICI Webinar - The Pathways to School Success (European Commission) and Effects of the pandemic on inspection work

Attached you can find all presentations!

SICI is glad to invite members to a webinar on ‘Effects of the pandemic on inspection work’ on Thursday March 25th at 15.00-17.00 CET. The webinar will be held over Teams.

The ongoing COVID-19 pandemic has compelled inspectorates to radically rethink their strategies, frameworks and the way they operate. In this webinar, inspectorates’ representatives from different member countries will exchange information on the challenges of the effective undertaking of inspection functions during the COVID-19 pandemic and the strategies inspectorates are using to overcome new challenges. Presentations and discussions will revolve around the changes in the inspectorates further to the outbreak of the pandemic.

1.               European Commission - DG Education and Culture

Pathways to School Success’: The Commission Communication on achieving a European Education Area by 2025 foresees a new initiative aimed at promoting the inclusive dimension of school education: ‘Pathways to School Success’. The initiative will outline policy guidance on strategies and actions to reduce early leaving education and training, help all pupils reach a certain level of proficiency in basic skills and complete upper secondary education. It will have a special focus on groups that are more at risk of underachievement and early school leaving.

The presentation will be followed by a discussion on how QA mechanisms can support schools in improving all learners’ achievement and well-being, with particular attention to students who are more at risk of underachievement and early school leaving.

2.               Scotland - National overview of practice: supporting the quality and effectiveness of the delivery of remote learning

Schools in Scotland moved to a second period of remote learning in January 2021. To further support and improve the delivery of high-quality effective remote learning, HM Inspectors in Scotland have been working directly with schools and local authorities to develop a national overview of practice. The purpose of this is to:

-        Learn what is working well and share this widely to celebrate success and support consistency in the quality and effectiveness of delivery of remote learning

-        Surface the challenges and/or issues so that these can be addressed, either locally or nationally, as appropriate.

-        Identify what further assistance is required to continue to improve the delivery of remote learning so that relevant support can be provided at local and/or national level.

3.               Ireland – Inspection model for evaluating remote teaching and learning

In collaboration with schools, the Inspectorate has piloted a new model of inspection for evaluating remote teaching and learning. This presentation will outline the key features of the model and the learning from the pilot.

4.               Portugal – An inspectorate new approach – Pedagogic Assessment in the Secondary School – Monitoring Schools Performance

The Portuguese Inspectorate promoted methodological and procedural adaptations for school visits during the pandemic. The focus was on assessment and evaluation practices in a remote teaching and learning context. The process of triangulation of information included document analysis, interviews, and online questionnaires, covering 100 schools, and 300 secondary school classes.

5.               Norway - Inspections in Norway during the pandemic

The Norwegian Government aims to keep kindergartens and schools open during the pandemic. There has been several inspections during 2020, on numerous subjects. Most inspections has been linked with the ordinary regulations, and not specifically the temporary regulations. Inspections has been arranged differently, but within our ordinary method.

6.               North Rhine Westphalia - How the pandemic has changed our inspection work

We will look at elements (methods and instruments) in the inspection process that had to be adjusted and at chances and challenges of “remote inspection” elements. Schools describe changed needs for support through inspection, which has affected communication between schools and inspection. A brief overview of the changes in the “daily routines” as inspectors.
